Job Description

Strategic Planning & Leadership

·       Define the overall project delivery strategy, phasing, and execution plan.

·       Set up robust governance frameworks, reporting systems, and controls.

·       Align project outcomes with client goals, quality standards, and commercial strategy.

Design & Engineering Management

·       Oversee design management for all components, including high-rise structures, villas, basements, and infrastructure.

·       Coordinate interdisciplinary design reviews for constructability, compliance, value engineering.

·       Ensure integration of basement and substructure designs with MEP and structural systems.

Procurement & Contracts

·       Approve procurement strategies for design consultants, main contractors, subcontractors, and suppliers.

·       Lead or oversee negotiations for major contracts (FIDIC / EPC / D&B / bespoke).

·       Manage variations, claims, and contractual disputes to protect the Client’s commercial position.

Construction Oversight

·       Provide leadership to site delivery teams.

·       Monitor construction progress, quality, safety, and environmental compliance.

·       Resolve technical and commercial issues on site, including complex basement works and sequencing.

Infrastructure & Enabling Works

·       Oversee utilities relocation, roads, drainage and sitewide infrastructure.

·       Coordinate with authorities and third parties for approvals and connections.

Stakeholder Management

·       Act as the primary interface with the Client, consultants, contractors, authorities, and community stakeholders.

·       Ensure timely approvals and permit acquisition.

·       Manage expectations through proactive communication and reporting.

Financial & Risk Management

·       Oversee budget preparation, cost control, and cash flow forecasting.

·       Maintain the risk register and implement mitigation strategies.

·       Ensure financial reporting accuracy and transparency.

Health, Safety & Environmental (HSE)

·       Champion a safety-first culture in line with international best practices.

·       Ensure HSE plans are implemented and monitored.

·       Conduct or oversee regular site inspections and audits.

Team Leadership & Development

·       Build, lead, and motivate a multi-disciplinary project team.

·       Foster a high-performance culture with accountability and collaboration.

·       Mentor and develop local and expatriate staff.

DELIVERABLES

·       Approved Project Execution Plan (PEP)

·       Master project schedule, milestones, and lookahead plans

·       Design management plans and progress reports

·       Procurement strategy and contract packages

·       Cost reports, cash flow forecasts

·       Risk register with mitigation plans

·       Monthly and quarterly client reports

·       HSE and quality compliance reports

·       Commissioning and handover documentation

Job Requirements

·       Bachelor’s degree in Civil Engineering, Architecture, Construction Management or related field (Master’s preferred).

·       20+ years of combined international and local experience delivering large-scale developments.

·       Demonstrated experience with projects & USD 200M.

Proven delivery of

·       High-rise towers with basements

·       Luxury villas

·       Complex infrastructure and enabling works

·       Mixed-use retail or hospitality components

·       Deep knowledge of international standards (e.g., FIDIC), local codes, and permitting processes.

·       Expertise in contract negotiation, change management, claims avoidance/resolution.

·       Strong leadership, communication, and negotiation skills.
