Job Description

·       Plant Leadership & Governance: Lead the fertilizer plant as the accountable site head, establishing clear operating priorities, governance routines, performance reviews, escalation mechanisms and cross-functional coordination.

·       Production & Manufacturing Performance: Oversee production planning, daily operating discipline, plant throughput, utilities coordination, blending/granulation/packing activities and achievement of approved production requirements.

 

Internal Use Only

·       HSE & Process Safety Management: Ensure safe handling of chemicals, ammonia or hazardous materials where applicable, dust control, confined space, hot work, lifting, PTW, emergency response and contractor safety in line with company and Myanmar requirements.

Quality Assurance & Product Compliance

·       Ensure fertilizers meet approved specifications, product registration o customer requirements, sampling/testing protocols, batch traceability, storage standards and corrective actions for quality deviations.

Maintenance & Asset Reliability

·       Drive preventive maintenance, inspection routines, shutdown planning, spare parts readiness, reliability improvements and timely resolution of equipment failures affecting plant performance.

Supply Chain, Warehousing & Dispatch

·       Coordinate raw material availability, inventory control, packaging materials, finished goods warehousing, loading/dispatch, logistics planning and stock reconciliation with relevant support teams.

Cost, Productivity & Continuous Improvement:

·       Manage plant operating costs, consumption norms, waste/loss reduction, manpower efficiency, energy/utilities usage and practical improvement initiatives suitable for local operating conditions.

Regulatory & Stakeholder Management:

·       Maintain practical coordination with relevant government agencies, local authorities, community representatives, neighbouring industries and internal corporate functions as required.

People Leadership & Capability Building:

·       Build a disciplined, competent and accountable site team through clear roles, coaching, succession planning, training, performance management and constructive labour relations.

Reporting, Risk & Business Continuity:

·       Provide timely reports to management, maintain plant risk registers, manage incidents and disruptions, and ensure business continuity arrangements for critical plant operations.

 

 

Objective 1:  Strengthen Safe, Reliable and Compliant Plant Operations

Key Results:

·       Maintain an approved annual and monthly operating plan with clear targets, owners and review cadence.

·       Review routine dashboards covering production, quality, reliability, HSE and cost performance.

·       Ensure operating deviations, incidents and critical risks are escalated, analysed and followed up with corrective actions.

·       Maintain practical compliance with applicable Myanmar requirements and company operating standards.

Objective 2: Improve Production, Quality and Delivery Performance

Key Results:

·       Align production plans with demand, raw material availability, plant capacity and dispatch requirements.

·       Maintain product quality controls, inspection routines, batch records and corrective action tracking.

·       Support reliable finished goods availability through coordinated production, warehouse and logistics planning.

·       Reduce recurring production bottlenecks through agreed improvement actions.

Objective 3: Strengthen Maintenance, Asset Reliability and Cost Discipline

Key Results:

·       Maintain preventive maintenance, inspection and critical equipment review routines.

·       Track plant downtime, equipment failures, spare parts readiness and action closure.

·       Review key cost drivers including utilities, raw material losses, rework, waste and contractor costs.

·       Implement practical improvement actions that support efficiency, reliability and cost control.

Objective 4: Build HSE, Environmental and Emergency Readiness

Key Results:

·       Maintain active HSE plans, PTW controls, risk assessments and environmental monitoring routines.

·       Conduct planned emergency drills and follow up identified gaps through action tracking.

·       Maintain readiness of fire protection, emergency response and critical safety equipment.

·       Promote reporting and closure of hazards, near misses, unsafe conditions and environmental risks.

 

Objective 5: Develop Plant Leadership, Workforce Capability and Governance Discipline

Key Results:

·       Maintain clear roles, accountabilities and meeting routines across all key plant functions.

·       Implement training and coaching plans for supervisors, engineers, operators and technicians.

·       Review workforce attendance, discipline, productivity, performance and succession risks.

·       Strengthen teamwork between plant operations, corporate functions, contractors and external stakeholders.

 

Job Requirements

·       Bachelor's degree required; Master's degree, MBA or postgraduate qualification preferred

·       Chemical Engineering, Mechanical ngineering, Industrial Engineering Manufacturing, Agriculture, Agronomy, Chemistry, Operations Management or other related technical discipline

·       Plant operations / manufacturing management training preferred

·       Process safety, HAZOP/HAZID, MOC or incident investigation training preferred

·       NEBOSH, IOSH or equivalent HSE leadership certification preferred

·       ISO 9001 / ISO 14001 / ISO 45001 awareness or auditor certification preferred

·       Project management, shutdown/turnaround, maintenance/reliability or supply chain certification advantageous

·       Myanmar language: fluent / working proficiency for site leadership, workforce communication and local stakeholder engagement.

·       English: working proficiency for technical reports, management communication, contractors, audits and external correspondence.

 

Technical Skills/ System

·       Fertilizer production, blending/granulation, packing, warehouse and dispatch reporting Systems

·       ERP, inventory control, stock reconciliation and raw material planning systems

·       CMMS / maintenance planning, inspection, reliability and action tracking systems

·       DCS/SCADA awareness and ability to interpret plant operating reports

·       Permit-to-Work, LOTO, MOC, HAZOP/HAZID, JSA/JHA and incident/action tracking registers

·       Quality management systems, product testing records, batch traceability and non- conformance tracking

 

Professional Experiences ;

·       15+ years of experience in fertilizer, chemicals, manufacturing, petrochemical, oil & gas, agribusiness, bulk materials handling or heavy industrial operations; minimum 5-7 years in senior site leadership, operations management or plant management roles. Experience managing multi-disciplinary teams, contractors, shutdowns, audits and emergency situations preferred.

·       Fertilizer manufacturing, chemicals, agriculture inputs, petrochemical, industrial manufacturing, bulk materials handling, packaging, warehousing/logistics or brownfield plant operations

 

Other Requirements ;

·       Able to be based at the fertilizer plant site in Myanmar and respond to emergencies, shutdowns, production issues or extended site requirements when needed.

·       Practical understanding of Myanmar operating conditions, including government coordination, local labour considerations, contractor capability variations, import/local sourcing constraints and infrastructure limitations.

·       Strong leadership presence with the ability to manage supervisors, engineers, operators, technicians, contractors and cross-functional support teams.

·       Sound understanding of chemical handling, environmental controls, warehouse safety, product quality, utilities, maintenance and plant risk management.

·       Able to communicate clearly with senior management, local authorities, community representatives, suppliers, customers and site employees.

·       High integrity, discipline and judgement in managing safety, compliance, cost, people and business continuity matters.
