Job Description

Instrumentation Maintenance & Reliability

·       Maintain, inspect, calibrate, and troubleshoot pressure, temperature, flow, and level transmitters.

·       Maintain and troubleshoot field instruments including switches, control valves, solenoid valves, analyzers, and associated instrumentation systems.

·       Ensure all instrumentation systems are operating accurately and reliably to support refinery production and safety requirements.

·       Execute preventive, predictive, and corrective maintenance activities in accordance with maintenance plans and industry best practices.

·       Maintain proper calibration records, maintenance reports, and equipment history.

 

Control Systems Troubleshooting & Support

·       Troubleshoot and resolve issues related to PLC, DCS, HMI, ESD, alarm, interlock, communication networks, and instrument signal systems.

·       Provide technical support during process upsets, equipment failures, emergency shutdowns, and abnormal operating conditions.

·       Diagnose and rectify instrument-related faults affecting refinery operations and plant reliability.

·       Support optimization and continuous improvement of refinery control systems.

 

Commissioning, Startup & Testing

·       Support loop checking, instrument calibration, functional testing, commissioning, startup, shutdown, and turnaround activities.

·       Conduct alarm testing, interlock testing, ESD verification, and control system validation activities.

·       Verify the integrity and functionality of instrumentation and control systems before plant startup and after modifications.

·       Assist project teams during installation, commissioning, and plant modifications.

 

Technical Training & Knowledge Transfer

·       Train and mentor local instrument technicians and engineers on:

·       4-20 mA signal testing.

·       Instrument calibration techniques.

·       Control valve troubleshooting.

·       PLC, DCS, and HMI troubleshooting.

·       Preventive and predictive maintenance practices.

·       Instrument maintenance and reliability improvement methods.

·       Develop local workforce competency and ensure knowledge retention within the refinery maintenance team.

·       Support succession planning through continuous on-the-job coaching and practical training.

 

Root Cause Analysis & Continuous Improvement

·       Investigate recurring instrument failures, control system issues, and reliability problems.

·       Conduct root cause failure analysis (RCFA) and recommend permanent corrective actions.

·       Identify opportunities to improve equipment reliability, safety, availability, and maintenance effectiveness.

·       Implement engineering solutions that reduce downtime and maintenance costs.

 

Vendor & Technical Coordination

·       Coordinate with OEMs, control system suppliers, instrument manufacturers, and Chinese technical specialists for advanced troubleshooting and technical support.

·       Escalate unresolved technical issues and facilitate communication between external specialists and in-house engineering teams.

·       Share technical knowledge, documentation, and support contacts with refinery personnel.

·       Review technical documents, drawings, manuals, and engineering recommendations provided by external vendors.

 

Safety, Compliance & Industry Standards

·       Ensure all instrumentation activities comply with refinery safety standards, company procedures, and regulatory requirements.

·       Participate in HAZOP studies, risk assessments, Management of Change (MOC), and incident investigations.

·       Promote best construction, maintenance, and commissioning practices in line with Oil & Gas industry standards.

·       Support refinery process safety systems and critical instrumentation integrity programs.

 

Emergency Response Support

·       Provide 24/7 emergency call-out support for critical equipment breakdowns, control system failures, and emergency troubleshooting.

·       Respond rapidly to refinery operational emergencies and support restoration of safe plant operation.

·       Participate in refinery emergency response and business continuity activities when required.

·       Transfer critical technical knowledge to achieve maintenance self-sufficiency.

·       Minimize PLC, DCS, and HMI system failures.

·       Ensure alarm, interlock, and ESD systems remain fully functional and compliant.

·       Improve troubleshooting response time for instrumentation and control system issues.

 

Objective 4: Ensure Safe & Compliant Operations

Key Results

·       Achieve zero safety violations related to instrumentation activities.

·       Support completion of HAZOP, MOC, and safety action items within agreed timelines.

·       Maintain full compliance with refinery safety and engineering standards.

 

Objective 5: Support Continuous Improvement & Technical Excellence

·       Complete root cause investigations and implement sustainable solutions.

·       Reduce instrument maintenance costs through predictive maintenance optimization.

Improve system performance through technical upgrades and process improvements

Job Requirements

·       Bachelor's degree required; Master's degree, MBA or postgraduate qualification preferred

·       Bachelor's Degree in Instrumentation Engineering, Electrical & Instrumentation Engineering, Electronics Engineering, Control Engineering, Mechatronics Engineering, or related engineering discipline.

·       Master's Degree is an advantage.

·       Instrumentation & Control Systems Certification.

·       PLC / DCS System Training.

·       Process Safety Management (PSM).

·       HAZOP Training.

·       CompEx, ISA, or equivalent certifications preferred.

·       NEBOSH, IOSH, or other HSE certifications are advantageous.

·       Good command of English (written and

·       spoken).

·       Chinese language ability is an added advantage.

·       Additional regional languages are an advantage

 

Technical Skill/ System

·       Holysis DCS System (Mandatory).

·       PLC Systems.

·       SCADA / HMI Systems.

Professional Experiences ;

·       5 to 10 years of relevant experience in Instrumentation & Control Engineering within Oil & Gas, Refinery, Petrochemical, LNG, or Process Industries.

·       Experience in refinery operations, maintenance, commissioning, and startup activities is preferred.

·       Oil Refining.

·       Petrochemical.

·       Oil & Gas.

·       LNG.

·       Process Industries.

·       Energy Sector.

·       Strong knowledge of refinery instrumentation and control systems.

·       Demonstrated expertise in Holysis DCS systems.

·       Strong troubleshooting capability for PLC, DCS, HMI, alarm, interlock, ESD, and communication systems.

·       Excellent understanding of instrument calibration and loop checking procedures.

·       Good knowledge of preventive and predictive maintenance methodologies.

·       Familiarity with international oil & gas engineering and construction practices.

·       Strong analytical, troubleshooting, and problem-solving skills.

·       Ability to work effectively in a multicultural environment with limited resources and local supply constraints.

·       Strong communication, coaching, and knowledge transfer capabilities.

·       Capable of independently managing instrument maintenance activities and technical challenges.

·       Willing and able to provide emergency support outside normal working hours.
