Job Description
Project Development & Technical Strategy
· Lead technical inputs during project feasibility, concept design, and development
· Define optimal plant configuration (coal, gas, hydro, etc).
· Review and validate
· Feasibility studies
· Power plant design
· Grid interconnection design
· Support PPA negotiations with technical inputs (capacity, availability, heat rate, etc.)
EPC Management & Execution
· Lead preparation of:
· Technical specifications
· Employer’s Requirements (ER)
· RFP documents
· Evaluate EPC proposals (technical compliance, design adequacy, risks)
· Act as Owner’s Engineer / Client Representative during project execution
Oversee:
· Engineering design reviews
· Factory Acceptance Tests (FAT)
· Site construction and installation
· Commissioning and performance testing
· Ensure compliance with contractual guarantees (efficiency, output, availability)
Operations & Maintenance (O&M) Oversight
· Establish O&M philosophy (in-house vs outsourced)
· Monitor plant performance:
· Heat rate
· Availability / capacity factor
· Auxiliary consumption
Optimize:
· Maintenance schedules
· Spare parts strategy
· Lifecycle cost
· Support troubleshooting of major technical issues
Technical Risk Management
· Identify and mitigate:
· Design risks
· Construction risks
· Operational risks
Lead technical due diligence for:
· New projects
· Acquisitions / partnerships
Ensure compliance with:
· Local regulations (Myanmar)
· International standards (IEC, ASME, etc.)
Team Leadership & Capability Building
· Build and lead the engineering team
· Manage external consultants, Owner’s Engineers, and contractors
· Establish engineering standards, templates, and documentation systems
· Mentor junior engineers and develop internal technical capability
· Stakeholder & Regulatory Coordination
Interface with:
· Government authorities
· Technical advisors
· EPC contractors and OEMs
· Support environmental and social compliance
Job Requirements
· Bachelor or Master
· Bachelor’s Degree in Mechanical or Electrical Engineering.
· A Master’s in Energy Management
· A professional "Power Engineer" license is highly advantageous.
· Preferred English
